The test substance is a sodium salt. When dissolved in solution the test substance is ionised. The sulphonate part of the test substance is the conjugate base of sulphonic acid. The latter is a strong acid and has a pKa value of < 1.

The sodium part of the sodium toluenesulphonate is positively charged at all pH values in the range of 1 - 14. Since sodium toluenesulphonate is a salt and ionised at all pH values in the environmentally relevant pH range of 5 - 9, a statement was issued.
