Based on REACH regulation ANNEX VII column 2 (Specific rules for adaptation from column 1)

, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms).

Justification for classification or non-classification

The substance is not classified as an oxidizer because it doesn't meet the classification criteria of the CLP regulation n. 1272/2008:

"For organic substances or mixtures the classification procedure for this class shall not apply if:

(a) the substance or mixture does not contain oxygen, fluorine or chlorine
