Justification for classification or non-classification

Basic lead sulphate does not require classification for oxidising properties.

Oxidising compounds are materials that can easily transfer oxygen to other compounds. i.e. they contain weakly bound oxygen, for example NO3 and peroxides. Bound oxygen must become available through a low energy degradation route with a low energy of activation to elicit any explosive reaction. Testing of oxidising properties was conducted with the substance lead tetroxide (“minium”), and revealed that this lead compound does not exhibit oxidising properties. Since lead tetroxide represents the lead compound with the highest oxidation status, it is concluded by way of extrapolation that basic lead sulphate should also be considered to lack such properties. Further, the anionic species in this lead compound is not known to be associated in any way with oxidising properties. In conclusion, the conduct of further experimental verification is not considered to be required, and for the reasons stated above, derogation from testing is hereby applied for.
