- Justification:
Criteria for assessing PBT properties are defined in Annex XIII, REACH Regulation (EC) No. 1907/2006. Further details are laid down in ECHA Guidance on Information Requirements and Chemical Safety Assessment; Chapter R.11: PBT Assessment ( Version 2.0 – November 2014). The assessment of PBT / vPvB properties is based upon a separate assessment for each parameter (i.e. P or vP, B or B and T). Substances are only assigned as PBT or vPvB when they fulfil the criteria for all three properties (persistency, bioaccumulation and toxicity in case of PBT substance) or both criteria (i.e. very persistent and very bioaccumulative) in case of vPvB, respectively.
Results of the available hydrolysis study show that the substance is hydrolytically unstable, half-lives at 25°C are 15.6 days (pH 4), 22.7 days (pH 7), and 24.8 days (pH 9). Hence, the persistence criterion " the degradation half-life in fresh or estuarine water is higher than 40 days" and most likely in all other environmental compartments is not met. However, the degradation product is considered to be hydrolytically stable, i.e. likely to meet the criteria for vP classification. Further, the substance is not considered as readily biodegradable, 10% were reached after 28 days in an OECD 301F study.
The screening criterion for bioaccumulation, i.e. logPow≤ 4.5, is not met, IPGE has a logPow = 0.8.
The substance is classified as toxic for reproduction Cat. 2 acc. Regulation 1272/2008. Hence, it meets the Toxicity criterion.
The substance was assessed by the criteria laid down in Annex XIII, REACH Regulation (EC) No. 1907/2006, as vP, not B, and T. Hence, the criteria for all three inherent properties P, B and T or both of the inherent properties vP and vB, are not met, and the substance does not need to be regarded as PBT or vPvB.
- Likely routes of exposure:
The substance does neither fulfill the PBT criteria, nor the vPvB criteria laid down in Annex XIII of Reach. Therefore, no emission characterization was performed.
