Description of key information

In accordance with Section 1 of REACh annex XI, a test on toxicity to birds does not need to be conducted as it is scientifically unjustified. No appropriate avian toxicology data are available for hydrazine. Avian toxicity data are commonly used for the assessment of secondary poisoning risks for the aquatic and terrestrial food chains, and are required for substances for which an indication for bioaccumulation potential exists (ECHA, R.7c, 2008). Hydrazine is characterized by a logPow of -0.16 and is highly soluble in water implying that accumulation in biota is unlikely due to the partitioning behaviour of the test item and its physico-chemical properties.  Furthermore, the degradability of a substance strongly determines its ability to bioaccumulate in organisms. Hydrazine concentrations in the natural waters rapidly decrease reducing the exposure of aquatic organisms towards the test item.  Concluding, based on these properties no adverse effects to birds are expected originating from bioaccumulation in food chains. There is no need for testing.
