A test substance is considered an oxidizing substance when the burning time of a mixture of the substance and cellulose in a 4:1 or 1:1 sample-to-cellulose ratio (by mass) is less than or equal to the mean burning time of a 3:7 reference mixture (by mass) of potassium bromate and cellulose.
The test substance does not contain groups that act as an oxidizing agent. The oxygen atoms that are present in the molecular formula of the test substance are present in hydrate groups or hydroxide group. Based on this the test substance is considered to pose no function as oxidizing agent.
In conclusion, TMAH pentahydrate has no oxidizing properties. - Reason / purpose for cross-reference:

Description of key information
From the evaluation of structural features of the substance, i.e. the absence of structural alerts, it was concluded in an expert statement (in accordance with EC A.17, UN TDG-MTC Appendix 6) that the UN classification procedure for oxidizing substances of Division 5.1 or the EC A.17 oxidising properties test does not need to be applied. The substance has no oxidizing properties.
A statement rather than a full study was considered sufficient to cover this endpoint. The statement was written by an expert in accordance with EC A.17 and UN TDG-MTC Appendix 6 in compliance with the principles of GLP.

Justification for classification or non-classification
Based on structural features, classification for the hazard 'oxidising solid' is not required according to CLP Regulation (EC) No. 1272/2008.
