Key study data are available for each relevant physicochemical endpoint for highly refined base oils. All substances in the category are liquids (CONCAWE, 2009) at ambient temperature (20° C) and pressure (101.3 kPa). There is no guideline method available for this endpoint and data presented are based on visual observation, supported by data on pour point and viscosity. The pour point for chemicals in this category ranges from -60 to 0°C (CONCAWE, 1997; 2010a). The boiling point for white mineral oils ranges from 218 to 800°C (CONCAWE, 2010a) and the relative density ranges from 0.81 to 0.894 (CONCAWE, 2010a) at 15°C. The vapour pressure is 0.01 kPa at 20°C (CONCAWE, 2010a).

Flash points for highly refined base oils are generally >112°C (CONCAWE, 2010a). The kinematic viscosity of substances in this category is >3 mm2/s at 40°C and >1.3 mm2/s at 100°C (CONCAWE, 2010a).

Highly refined base oils do not meet EU CLP (EC Regulation EC NO. 1272/2008) classification criteria for flammability, explosivity or oxidising properties. Highly refined base oils having a kinematic viscosity of ≤20.5 mm2/s at 40°C meet the EU CLP classification criteria as an aspiration hazard (Asp. Tox 1).

Based on information available on the properties of the substances that comprise the highly refined base oils category of chemicals, specific data are not presented for the following endpoints: partition co-efficient, water solubility, granulometry, surface tension, auto-flammability, flammability, explosiveness, oxidising properties, stability in organic solvents, and dissociation constant. Appropriate waiving statements are provided to indicate why data for these REACH endpoints are not applicable. The physico-chemical data presented are considered representative for the substances included in the category highly refined base oils.
