Justification:

The PBT Assessment is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

 

Persistence Assessment

Chloroethane is not readily biodegradable according to OECD criteria. No biodegradation was observed in a closed bottle test. Chloroethane is a gaseous substance, which will be mainly present in air. Abiotic degradation by hydrolysis is not expected to be a relevant degradation process; estimated half-lives range between 38 days and 2.6 years. The available data on the atmospheric half-life indicate a range between 26.5 and 66.8 days

Based on the information listed above chloroethane needs to be considered as potentially P/vP

 

Bioaccumulation Assessment

Bioaccumulation in organisms is not expected for substances with a log Kow ≤ 4.5.

Based on the partition coefficient of chloroethane (log Pow 1.43, Hansch, 1995), the potential for bioaccumulation is considered to be low. This is supported by low BCF values <2000 L/kg (BCFBAF v3.01, Arnot-Gobas, including biotransformation, upper trophic). Based on the available information, the substance does not meet the B or vB criteria.

 

Toxicity Assessment

The substance is classified as toxic to reproduction (category 1B). The substance is defined as T.

The substance does not fulfil the PBT and vPvB criteria.
