3-Cyanopyridine is a liquid or, when cool, a waxy solid which is not available to be inhaled as particles. It is used as a liquid in all post-manufacturing applications.

The substance is a waxy solid "melt" at room temperature. In order to be liberated from the container and to be used, the substance is warmed to form a liquid. The melting point of 3 -cyanopyridine is 51 °C. The only way in which there is access to workers or to the environment is as a liquid. Hence, in the summary and in all considerations of usage, it is considered a liquid.
