JUSTIFICATION FOR DATA WAIVING

The surface tension of a substance is defined as a property of liquids arising from unbalanced molecular cohesive forces at or near the surface, as a result of which the surface tends to contract and has properties resembling those of a stretched elastic membrane. Upon contact with water, lead oxides are susceptible to a low degree to dissolution, yielding dissociated lead cations in aqueous solution which will be subject to subsequent precipitation to inorganic compounds such as hydroxides and carbonates under ambient conditions. Neither the dissolved cationic lead, nor any of the other precipitation products can reasonably be expected to exert any surface active properties, and those properties are also not desired.

In conclusion, in accordance with REACH Annex VII, Section 7.5, Column 2, testing is not required.
