Data on skin sensitisation is not available.

Since phosgene is classified as corrosive no in vivo testing on skin sensitisation is required. In addition, testing of skin sensitisation in animals is technically not feasible by the known standard procedures since phosgene is a gas at room temperature and aqueous phosgene rapidly hydrolyzes to carbon dioxide and hydrochloric acid. Therefore it seems also highly unlikely that unchanged phosgene can be absorbed through the skin.
