Justification for classification or non-classification

An oxidizing substance may be defined as a substance or mixture which, while in itself is not necessarily combustible may, generally by yielding oxygen, cause or contribute to the combustion of other material. For organic substances or mixtures, the classification procedure need not apply if the substance or mixture does not contain oxygen, fluorine or chlorine or, if these elements are present but are chemically bonded only to carbon or hydrogen.

The structure of the test item was therefore assessed for chemical groups that would imply oxidising properties and included an assessment for nitrates, metal oxides, hypofluorites, difluoroaminopolynitroaryls, perchlorates, bromates and iodites.
