Description of key information

a) Flammability:
Zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine is a not flammable solid. According to UN N.1 the substance did not burn down.
b) Pyrophoric properties:
Zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine did not deliver indications of pyrophoric properties during the realization of other tests. The determination according to UN-RTDG Procedure N.3 is not necessary.
c) Flammability on contact with water:
Zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine is not able to release flammable gases in contact with water. It is a zinc salt of azolinked barbituric acid derivative and can be prepared by reacting the acid with zinc hydroxide in aqueous solution. Moreover, the two hydrate molecules in the crystalline compound clearly indicate the stability in the presence of water. Therefore, it can be concluded by expert judgement that zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine does not emit flammable gases in contact with water. Testing according to UN Procedure N.5 is not necessary.

Justification for classification or non-classification

Zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine is not classified in the Annex I of Directive 67/548/EEC. According to the information summarised below, no classification on flammability is needed: - Based on the burning behaviour testing according to UN N.1 was not necessary. - No pyrophoric property, based on experience from production and handling; - Zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine is not able to release flammable gases in contact with water.
