Conclusion on classification

Zinc, 5,5'-azobis-2,4,6(1H,3H,5H)-pyrimidinetrione complexes and melamine does not need to be classified according to Regulation (EC) No 1272/2008 on classification, labelling and packaging (CLP) of substances and mixtures.

The substance did not cause any toxic effects to aquatic organisms of three trophic levels (fish, daphnids, algae). Classification in chronic category 4 is not justified as well although the water solubility is low (0.52 mg/L, no acute toxicity up to the water solubility and biodegradation of only 4.4% as the log Kow of -3.15 is clearly below the threshold of log Kow = 4.
