Justification for classification or non-classification

According to REGULATION (EC) No. 1272/2008 (CLP) Annex I, 2.13.4.1, oxidising properties can be excluded based on molecular structure: "For organic substances or mixtures the classification procedure for this class shall not apply if: (a) the substance or mixture does not contain oxygen, fluorine or chlorine; or (b) the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen." The first issue holds true for the substance. Accordingly, the substance needs not to be classified for this property.
