Conclusions:
The maximum burning rate of the test substance has been found to be less than that for barium nitrate, and the test substance does not therefore possess oxidising properties.
Executive summary:

The oxidising properties of the test substance were determined in accordance woth EEC Directive 67/548, Annex V, A17 as published in 84/449/EEC. The test method determined whether a substance has oxidising properties compared to a reference substance, barium nitrate. A substance is considered as possessing oxidising properties when the maximum burning rate of the test mixtures is higher than, or equal to, the maximum burning rate of the reference mixtures. Oxidiser/cellulose mixtures containing 10 -90% by weight of oxidiser were prepared. The test was repeated a further 5 times for each of the 3 fastest burning test substance mixtures, the 10, 20, and 30% concentrations. The mixture containing 60% barium nitrate burned faster than any of the others. The maximum burning rate of the test substance was less than that for barium nitrate, so the test substance does not possess oxidising properties.
