The test item 3-(isodecyloxy)propylammonium acetate has no oxidizing properties.
Executive summary:

The results of test item mixture and reference substance mixture were compared. The test item was mixed with cellulose in the ratio 1:1 and added to the pressure vessel. As the 10 A current was applied there was pressure rose observed but the bursting disk was not ruptured within a minute. Whereas when the test item was carried out for the reference substance mixture with the same procedure, the pressure rose and bursting disk was ruptured within a minute.
