Description of key information

Oxidising properties testing does not need to be conducted for organic substances, if based on the chemical structure, if they do not contain oxygen or halogen atoms or if they contain these atoms but they are not chemically bound to oxygen or nitrogen atoms. Potassium allophonate contains oxygen atoms; however, they are only bound to carbon atoms. Therefore, it is determined that potassium allophonate is incapable of reacting exothermically with combustible materials and testing for this endpoint is waived in accordance with Column 2 of Annex VII of Regulation (EC) No. 1907/2006.

In accordance with Column 2 of Annex VII of Regulation (EC) No. 1907/2006, oxidising properties testing need not be conducted if, based on the chemical structure, the substance is incapable of reacting exothermically with combustible materials (e.g., organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen). Potassium allophonate does not contain halogen atoms; it does contain oxygen atoms; however, these oxygen atoms are only bound to carbon atoms (i.e., oxygen atoms are not chemically bound to other oxygen atoms or nitrogen). Therefore, oxidising properties testing is determined to be unnecessary based on the chemical structure and this endpoint is waived.
