JUSTIFICATION FOR DATA WAIVING
According to Column 2 of Annex VII of Regulation 1907/2006, a study on explosiveness does not need to be conducted if there are no chemical groups associated with explosive properties. The United Nations Recommendations on the Transport of Dangerous Goods considers that the following functional groups in organic materials may indicate explosive properties:
- C-C unsaturation
- C-metal
- N-metal
- Contiguous oxygen atoms
- N-O
- N-halogen
- O-halogen

Pentane-2,3-dione does not include any of these functional groups. Therefore, this study does not need to be conducted as there are no chemical groups present in the molecule associated with explosive properties.
