Description of key information
The carcinogenicity of VCA was assessed based on the toxicokinetics behaviour of the substance and the available information on the carcinogenicity of its degradation products acetaldehyde and chloroacetic acid.
Acetaldehyde was shown to induce neoplastic lesions following a long-term exposure by inhalation. Human data and animal studies performed by the oral route were not conclusive regarding the carcinogenicity of the substance. Acetaldehyde received a Harmonised Classification as Carc. 2; H351 based on the available results on the carcinogenicity of the substance following an exposure by inhalation.
Reliable studies were identified investigating the carcinogenicity of chloroacetic acid following a long-term exposure to the substance by the oral route. No treatment-related neoplastic lesions were observed as a result of this exposure and it can be concluded that the substance is not carcinogenic following a long-term exposure by the oral route. There is no data available regarding the carcinogenicity of the substance by other routes of exposure.
While there is no data available indicating that acetaldehyde would be released following an exposure to VCA by inhalation, this mechanism cannot be excluded. It is therefore proposed to classify VCA as Carc. 2; H351 based on the classification of its degradation product acetaldehyde as a conservative approach.

Justification for classification or non-classification
The carcinogenicity of the registered substance is expected to be driven by the carcinogenicity of its degradation products acetaldehyde and chloroacetic acid. There is no reliable data available indicating that acetaldehyde and chloroacetic acid are carcinogenic following an exposure by the oral or dermal routes. Acetaldehyde was identified as a carcinogen following an exposure by inhalation and therefore classified as Carc. 2; H351. There is no reliable data available indicating that chloroacetic acid is carcinogenic following an exposure by inhalation. It is therefore proposed to classify VCA as Carc. 2; H351 based on the classification of its degradation product acetaldehyde.
