The response of the T1 cells to the test substance melamine was positive and the lowest dose resulting in transformation of the cells was 10 ng/ml.

Executive summary:

The authors developed a new in vitro early-stage assay for testing both genotoxic and nongenotoxic carcinogens, and tested ca. 160 substances.
The test system used is based on a mouse cell line that carries bovine papilloma virus type 1 DNA (T1 assay).

The response of the T1 cells to the test substance melamine was positive and the lowest dose resulting in transformation of the cells was 10 ng/ml.
