Justification:

Conclusion on persistence:

The half-lives of cloquintocet-mexyl in soil and water/sediment systems are well below the threshold criteria in accordance with Annex XIII, thus indicating a non-persistent substance (not P or vP).

 

Conclusion on bioaccumulation:

Based on measured data from a fish bioconcentration study, the whole fish BCF was 621, significantly lower than the threshold of concern of 2000. Cloquintocet-mexyl is, therefore, not bioaccumulative (not B or vB).

 

Conclusion on toxicity:

The NOEC, from recognised long-term toxicity studies with aquatic organisms, ranges from 0.09 mg/L (algae) to 0.437 mg/L (invertebrates). In all cases, the NOEC values are >0.01 mg/L. Therefore, cloquintocet-mexyl does not fulfil the toxicity criterion based on hazards to the environment (not T). The substance is not classified as carcinogenic, mutagenic or toxic to reproduction. Based on the results of repeated dose toxicity studies, the substance is classified for specific target organ toxicity following repeated exposure (STOT RE Cat. 2), and hence is considered as toxic (T).
