The Notified Substance (TNS) is a granular solid substance containing multiple components and put on the market as an aqueous suspension. The granular solid decomposed at 200.2°C and before a boiling point could be reached.

In accordance with REACH Annex VII, a relative density study was conducted using ASTM E727 on the solid material and it was determined that TNS has a bulk density of 1.10 g/cm3 at 22ºC.

The vapour pressure was measured on the solid test substance as 5 - 8 μm Hg (0.67-1.07 Pa) at room temperature of approximately 20°C and 101.3 kPa.

The surface tension is 21.49 mN/m at 22°C. The water solubility was measured in distilled water for each of the three main constituents as 2400 mg/L for the mono species, 103 mg/L for the bis species, and 26 mg/L for the pyro species at approximately 25°C.

Since TNS is a multi-constituent substance, the log P was determined for each component. This substance was not amenable to a traditional shake flask measurement due to formation of a stable emulsion during the experiment; therefore, the log P was calculated from the water solubility and octanol solubility of each constituent. The Log P for the mono species was calculated from measured values of the separate solubilities in octanol and water as -1.37. The Log P for the bis species was calculated as 0.35. The Log P for the pyro species was calculated as 0.20.

In accordance with Section 2 of REACH Annex XI, information requirement section 7.9, flashpoint does not need to be conducted based on the physical state of the molecule. As stated in ECHA guidance flash point is only relevant to liquids and low melting solids.

TNS did not show any exothermic behaviour up to the maximum 400°C test temperature. The test substance does not therefore possess autoflammable properties under the test conditions used. The test for self-ignition was conducted according to test Method A.16 as described in Dir. 92/69/EEC (O. J. L383A) and Annex V of 67/548/EEC.

TNS is non flammable based on testing according to Test Method A.10 as described in Dir. 92/69/EEC (O. J. L383A) and Annex V of 67/548/EEC.

In accordance with Column 2 adaptation statement of REACH Annex VII an explosivity study does not need to be conducted based on a structural assessment of the substance. None of the constituents in this substance contain groups that are associated with explosive properties. Therefore, negative results can be predicted and no testing for explosive properties has been carried out.

In accordance with Column 2 adaptation statement of REACH Annex VII an oxidation study does not need to be conducted based on structural assessment of the substance. The substance contains no oxidising groups. All fluorines are bonded directly to carbon atoms. Oxygen is only bonded to phosphorus, which is in its highest oxidation state and therefore non-oxidising.

In accordance with Column 2 adaptation statement of REACH Annex VII granulometry does not need to be conducted for substances that are marketed as non-solid or granular materials. TNS is marketed as an aqueous suspension, therefore a granulometry study is not required.

In accordance with Column 2 adaptation statement of REACH Annex VII stability in organic solvents and identity of relevant degradation products does not need to be determined since the stability in organic solvents is not considered critical. This will be assessed in individual studies where organic solvents are used.

In accordance with REACH Annex VII, titration was used to measure the dissociation. Three separate equivalence points indicate multiple dissociation constants. The three separate equivalence points shown by the titration indicate a pKa1 of 4.1, a pka2 of 7.0, and a pka3 of 9.5.
