According to Annex VII of REACH: "The study does not need to be conducted if:

... the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure

Melamine does not contain oxygen or halogen atoms. Therefore it is unlikely that melamine has oxidizing properties.

Relevant CLP criteria are:

"For organic substances or mixtures the classification procedure for this class shall not apply if: (a) the substance or mixture does not contain oxygen, fluorine or chlorine;

or (b) ...". Melamine does not contain oxygen or halogen atoms. Therefore it is unlikely that melamine has oxidizing properties.
