Description of key information

It is technically not feasible to conduct a study to determine the partition coefficient n-octanol/water for the carbamate part.
An EPIsuite calculation gives a value of -1.88 for carbamic acid referring to the uncharged molecule.
A historical study with ammonium carbamate monitoring the ammonium content has -0.66 - -0.85 (depending on concentration) at 25°C and pH 9.1 as result.

In the guidance it is requested to measure at a pH value which maximises the potential for partition into n-octanol. This means for the anion carbamate it is to be measured in the acidic range. The carbamate ion is unstable in acidic medium and decomposes into ammonia and carbon dioxide. Even at weak acidic condition (acetic acid / acetate) a complete decomposition occurs in less than a second (Faurholt, 1921). (see also IUCLID chapter 5.1.2)
