Applying the internationally recognised UN Recommendation criteria, AES is found to be non-oxidising and therefore is not to be tested experimentally for the classification under division 5.1 as oxidising substance.
AES is not capable of causing fire or enhancing the risk of fire when in contact with combustible material.
Executive summary:

The test item AES is an organic compound which contains oxygen. Therefore the second criterion of the Orange Book has to be applied. AES contains oxygen and this element is chemically bonded only to carbogen and hydrogen. Therefore the classification procedure using experimental testing need not be applied. Additionally, it can be stated that the oxygen balance of AES is negative as calculated based on the UN Recommendations on the Transport of Dangerous Goods. In principle this means, that there is a surplus of carbon atoms for a complete reaction according to the following reaction scheme: CxHyOz + [x + (y/4) – (z/2)] · O2 → x · CO2 + (y/2) · H2O where CxHyOz is the test item.
