Justification:

According to Annex XIII of the REACH Regulation (EC) No 1907/2006, a PBT substance has to fulfil the criteria for all three inherent properties of persistence, bioaccumulation and toxicity (P, B, T) as listed in part 1 of Annex XIII, or both of the properties for very persistent and very bioaccumulative substances (vP and vB), as listed in part 2 of Annex XIII.

Triallyl isocyanurate has been considered to potentially fulfil the criteria for persistence (P and vP) in a worst case approach, but it does not fulfill the criteria for bioaccumulation as the mean logKow of 1.92 is below the trigger value of 4.5. The substance does not fulfil the toxicity criteria on aquatic organisms, but the criteria for toxicity are fulfilled due to other evidence of chronic toxicity as the substance is classified as STOT RE 2.

In conclusion, Triallyl isocyanurate is not identified as PBT or vPvB substance on the basis of the available data, as the substance does not meet the criteria of bioaccumulative properties (not B and not vB).
