According to Annex VII of the REACH Regulation 1907/2006, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms). Based on the chemical structure, the oxygen balance values and the well known experience on handling and use the substance is deemed not to be potentially oxidising.

In addition, a Similar substance structure evaluation has been done.

Justification for classification or non-classification

An explosive substance or mixture is a solid or liquid substance or mixture of substances which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. For explosives of divisions 1.1 to 1.6, a core set of tests that need to be performed, but they can be waived. According to the CLP Regulation 1272/2008, section, a screening procedures aimed at identifying the presence of such reactive groups and the potential for rapid energy release. A substance shall not be classified as explosive if ( of CLP):

(a) There are no chemical groups associated with explosive properties present in the molecule, or

(b) The substance contains chemical groups associated with explosive properties which include oxygen and the calculated oxygen balance is less than - 200;

(c) When the organic substance or a homogenous mixture of organic substances contains chemical groups associated with explosive properties but the exothermic decomposition energy is less than 500 J/g and the onset of exothermic decomposition is below 500 °C. The exothermic decomposition energy can be determined using a suitable calorimetric technique; or

(d) For mixtures of inorganic oxidising substances with organic material(s), the concentration of the inorganic oxidising substance is:

- less than 15 % by mass, if the oxidising substance is assigned to Categories 1 or 2;

- less than 30 % by mass, if the oxidising substance is assigned to Category 3.

The substance can be considered non explosive based on the evaluation (Chemical groups, oxygen balance, thermal behaviour, handling and transport experience).
