When there is no avian toxicity data available, the ECHA Guidance on Information Requirements and Chemical Safety Assessment - Chapter R.7C (p. 100) indicates that testing may be required if both following conditions are fulfilled: (1) the substance has a potential for contaminating food chains, AND, (2) there is evidence of toxicity in mammalian repeat dose or reproduction test. In the case of cerium dioxide, the bioaccumulation potential is low based on the analogy made with soluble salts of cerium. As a result, secondary poisoning via the food chains is unlikely. Furthermore, according to IUCLID sections 7.5 and 7.8, no relevant signs of toxicity were observed during reproduction test (neither developmental, nor reproductive toxicity) or repeated-dose test via oral route. None of the above mentionned conditions are thus fulfilled. On this basis and according to column 2 of REACH Annex X, avian testing is not required for cerium dioxide.
