Based on REACH regulation ANNEX VII column II: The study does not need to be conducted if:

– there are mitigating factors indicating that aquatic toxicity is unlikely to occur, for instance if the substance is highly insoluble in water or the substance is unlikely to cross biological membranes.

This substance is not expected to be bioavailable to aquatic organisms at its limit of solubility in water due to its high partition coefficient. Therefore, no effects on aquatic biota are predicted at its limit of water solubility. Classification should only be based on toxic responses observed in the soluble range and, therefore, this substance cannot be formally classified under the Globally Harmonised System of Classification and Labelling of Chemicals (GHS).
