Justification:

HBPA is soluble in water but was found not to be readily biodegradable; on this basis the substance meets the PBT / vPvB screening criteria for persistence and may be P or vP (REACH Annex XIII Section 3.1.1).

On the basis of the short-term toxicity study in fish and the result of the ready biodegradability study, HBPA meets the criteria for classification as Hazardous to the Aquatic Environment, Chronic category 3; this meets the PBT Screening criteria as an indication of T properties (REACH Annex XIII section 3.1.3(a)).

The experimentally determined octanol-water partitioning coefficient log10 Pow = 2.5; on the basis that the log10 Powis low (<3) it may be concluded that HBPA has a low potential to bioaccumulate and there is no indication of B or vB properties (REACH Annex XIII Section 3.1.2).

On the basis of a low potential to bioaccumulate it is concluded that HBPA does not meet the criteria for identification as either a PBT or a vPvB substance. Therefore it is neither a PBT or a vPvB.

Likely routes of exposure:

HBPA is a monomer which when reacted, in a closed environment will become polymerised and completely used. Any release to the environment will be accidental and negligible.
