Justification for classification or non-classification

According to GHS/CLP Regulation 1272 / 2008 section 3.6.3. Classification criteria for mixtures: a mixture will be classified as carcinogen when at least one ingredient has been classified as a Category 1A Category 1 B or Category 2 carcinogen and is present at or above the appropriate generic concentration limit as shown in the respective table.


This requirement is fulfilled for dimethylphosphonate accounting for 11 % in phosphonic ester residue which is classified/labelled by producer with Carc Cat 2 H351= suspected of causing cancer, according to Regulation 1272/2008 (GHS/CLP).


Consequently phosphonic ester residue has to be classified / labelled with category 2 of carcinogenic substances H351= suspected causing cancer

In a carcinogenicity study (equivalent to OECD guideline 451) dimethyl phosphonate showed evidence of carcinogenicity in male F344 rats and equivocal evidence in female F344 rats. Target organs were lungs and forestomach. No evidence of carcinogenicity was observed in male and female B6C3F1 mice.(US Health and Human Services 1985, UNEP 2006). The substance is classified as Carc Cat 2 (H351= suspected of causing cancer) according to Regulation 1272/2008 (GHS/CLP).
