1. HYPOTHESIS FOR THE ANALOGUE APPROACH
This read-across is based on the hypothesis that source and target substance have similar oxidising properties because they share structural similarities with common functional groups. Source as well as target substance are both alkyltriphenylphosphonium halogen salts. The alkyltriphenylphosphonium moiety of source and target is almost identical, differing only in the length of the alkyl chain (ethyl instead of n-butyl). The counterion is identical - bromide.

3. ANALOGUE APPROACH JUSTIFICATION
This read-across study is included as supporting study to the waiver on oxidising properties of n-Butyltriphenylphosphonium bromide to underline that the organic moiety has no oxidising properties. As n-Butyltriphenylphosphonium bromide differs from Ethyltriphenylfosfonium bromide only in the length of the alkyl chain - n-butyl instead of ethyl - and saturated alkyl components to not have oxidising properties, this read-across is justified. - Reason / purpose for cross-reference:

The test substance/cellulose mixtures could be ignited and in contact with the flame the mixtures burned vigorously. However, after retrieval of the ignition source the flame extinguished rapidly for test substance/cellulose mixtures 10/90 to 50/50, respectively, and the flame went out immediately for test substance/cellulose mixtures 60/40 or higher. ln all cases the burning distance was < 30 mm. Therefore, the burning rate of test substance/cellulose mixtures could not be determined. The test substance has no oxidizing properties.
The reference/cellulose mixtures burned with a yellow/green flame (height 1-8 cm, width 1-2 cm) and emitted sparks and white smoke. The maximum burning rate for the reference substance/cellulose mixture was 0.505 mm/s. Combustion was observed through the whole pile for all the mixtures except the 40/60 mixture.

Additional information
There are no chemical groups present in the molecule which are associated with oxidising properties. The negatively charged counterion bromide has no oxidising properties as it is incapable to incorporate further electrons. Missing oxidising properties of the organic moiety was confirmed in a GLP study according to EU Method A.17 (December, 29 1992) with the structural analogue Ethyltriphenylfosfonium bromide.

n-Butyltriphenylphosphonium bromide has no oxidizing properties based on structural considerations and experimental result on structural analogue Ethyltriphenylfosfonium bromide.
