Copper phthalocyanine monosulfonic acid (CAS 28901-96-4): With high probability acutely not harmful to aquatic algae and other aquatic plants (Lemna).
Dodecylamine (CAS 124-22-1): Acutely very toxic to aquatic algae.

The Pigment additive FNC (CAS 73455-75-1) is composed of Copper phthalocyanine monosulfonic acid (CAS 28901-96-4) and dodecylamine (CAS 124-22-1).
In case of the pigment compound Copper phthalocyanine monosulfonic acid (CAS 28901-96-4) the assessment is based on toxicity data on the aquatic plant Lemna gibba, as well as on read-across data for the structural analoguous substance polychloro copper phthalocyanine (CAS 1328-53-6).
Toxicity data on aquatic green algae are available for the structural analogue polychloro copper phthalocyanine (CAS 1328 -53 -6). Algae (Desmodesmus subspicatus) were exposed in a GLP guideline study according to OECD 201 for 72 hours. The effect of CAS 1328-53-6 on the growth rate was investigated; 72-h ErC10 and 72-h EC50 values of >100 mg/l were determined (BASF AG,2000).
However, as the test solution is intrinsic coloured the toxicity of Copper phthalocyanine monosulfonic acid (CAS 28901-96-4) was examined in a GLP study according to OECD guideline 221 with Lemniidae as test organism to exclude any side effects by the tint of test solutions. In this study, Lemna gibba (3 replicates consisting of 3 plants with 4 fronds each) were exposed to nominal loading rates of 1.2, 3.7, 11.1, 33.3 and 100 mg test item/L and a blank control for 7 days. Based on frond numbers as well as on dry weight, the 7-d ErC50 and also the 7-d ErC10 were determined to be > 100 mg test item/L (BASF SE, 2015).
In summary, Copper phthalocyanine monosulfonic acid (CAS 28901-96-4) is concluded to be with high probability not harmful to aquatic algae.
Regarding dodecylamine (CAS 124 -22 -1) there are no reliable experimental data on the toxicity to aquatic algae available. Therefore, the assessment is based on calculated data from two different estimation models:
- The estimation tool QSAR Toolbox v3.3.0.152 by OASIS (November, 2014) estimated for dodecylamine a 72-h EC50 of 0.0624 mg/L, using trend analysis based on experimental data of 10 category members. The substance is within the model’s applicability domain.
- The estimation model ECOSAR v1.11 implemented in EPISuite v4.11 calculated for dodecylamine a class-specific 96-h EC50 of 0.039 mg/L (Chronic value: 0.016 mg/L; ECOSAR class: Aliphatic Amines). The neutral organic SAR (baseline toxicity) was calculated to be 0.787 mg/L (96-h EC50) and 0.364 mg/L (chronic value). The substance is within the model's applicability domain.
Based on the estimated data, it can be concluded that dodecylamine (CAS 124-22-1) is very toxic to aquatic green algae.
