JUSTIFICATION FOR DATA WAIVING
In accordance with accordance with Column 2, Paragraph 7.6 of Annex VII to the REACH legal text. A Registrant does not need to conduct a surface tension study if "based on structure, surface activity is expected or can be predicted". A structural assessment of the test item was conducted, following this assessment it was concluded that test item is not expected to be surface active. This conclusion is based on the lack of suitable hydrophobic functional groups/molecular structures. Further, similar substances and functional groups that have been tested for surface activity, have been determined not to be surface active.

Waiver – In accordance with the specific rules for adaptation listed in Paragraph 7.6, Column 2, Annex VII, Regulation (EC) 1906/2006 of 18 December 2006, a surface tension study “need only be conducted if: based on structure, surface activity is expected or can be predicted”.  A structural assessment of the test item was conducted, following this assessment it was concluded that test item is not expected to be surface active.  This conclusion is based on the lack of suitable hydrophobic functional groups/molecular structures.  Further, similar substances and functional groups that have been tested for surface activity, have been determined not to be surface active.
