JUSTIFICATION FOR DATA WAIVING
In accordance with column 2 of REACh Annex VII, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. According to Regulation (EC) N°1272/2008 (CLP) criteria (Annex I §2.13.4./2.14.4., or as listed in the ECHA endpoint specific guidance on information requirements (R.7a, v5.0, December 2016, §R.7.1.13)), the constituents of the substance contains oxygen, but this element is chemically bonded only to carbon (especially not bonded to nitrogen or other oxygen).
In addition, technical issues are anticipated to conduct the tests related to Oxidizing properties of solids (UN Test O1) or Oxidizing properties of liquids (UN Test O2), due to the physical state of the substance. Indeed, several assays have been conducted on other very viscous / pasty natural complex substances (try to mix the substance as such with dried cellulose at room temperature and melted at 70°C) but it was not possible to prepare suitable homogenous cellulose/test item mixtures and the test on these substances were stated as unfeasible.
Then oxidising properties are unlikely, and the classification procedure shall not apply, no further testing is required.
