Description of key information

2 -Chlorotoluene has no oxidizing properties as the substance is incapable of reacting exothermically with combustible materials on the basis of the chemical structure.

Justification for classification or non-classification

According to REGULATION (EC) No. 1272/2008 (CLP) Annex I, 2.13.4.1, oxidising properties can be excluded based on molecular structure: "For organic substances or mixtures the classification procedure for this class shall not apply if:
(a) the substance or mixture does not contain oxygen, fluorine or chlorine; or
(b) the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen."
The second issue holds true for the submission substance.
