The risk characterisation of IBOMA shows that the PEC/PNEC aqua ratio for the aquatic environment is <1, indicating no need for further information or testing. According to REACH regulation Annex IX, 9.1. column 2, long-term toxicity testing shall only be considered when the chemical safety assessment indicates the need for further investigations. Because there is no indication of major differences in sensitivity between trophic levels and in the absence of any significant long-term bioaccumulation potential it is not necessary to perform further chronic fish tests with the substance.
Considering the acute aquatic toxicity data of the three trophic levels, fish is the most sensitive organism, even though the toxicity of the three species are in the same order of magnitude. Chronic aquatic toxicity data are available for daphnia magna (OECD 211) and algae (OECD 301), indicating that daphnia magna is more sensitive than algae. However, applying a safety factor of 1000 to the fish LC50 value (short-term) would lead to a PNEC in the same range as derived from the existing daphnia NOEC (long-term) with a safety factor of 100. Thus, the environmental risk assessment can be performed with high reliability and performing the chronic fish test is not justified considering the animal protection legislation of the EU (86/609/EEC).
