Justification:

Pencycuron is not considered PBT or vPvB based on the following information:


Persistence: Based on a DT50 value of 282 days for a total sytem mean value in a water/sediment study (without taking NER into account), along with a DT50 value of 192 days in soil (based on a median DT50 value without taking NER into account), with all values calculated for 12°C, pencycuron must be considered as P or vP.


Bioaccumulation: The 28-d BCF of pencycuron is 226 (whole fish). Pencycuron is therefore considered not B or vB.


Toxicity: The lowest NOEC (21 d) is 0.0496 mg/L from Daphnia. Since the NOEC is > 0.01 mg/L, and the substance is not classified as CMR, the test substance in not T.
