Justification:

In a study conducted according to OECD Guideline 301 F, diethyl carbonate proved to be readily biodegradable, fulfilling the 10-d-window criterion (100% and 81% biodegradation after 28 d of incubation at test substance concentrations of 32 and 100 mg/L, respectively).

A log Kow=1.21 was determined by Hansch & Leo (1987) via the shake-flask method. Park & Park (2000) observed a log Kow=1.33 at 25°C using the shake-flask method and GLC analysis.

The calculation of the acute and chronic toxicity of diethyl carbonate to fish, algae and invertebrates according to ECOSAR v1.00 yielded effect values of >4 mg/l. The results are supported by experimental read-across data, determined for a closely related carbonate.

Diethyl carbonate does not meet the criteria for classification as carcinogenic (category 1A or 1B), germ cell mutagenic (category 1A or 1B), or toxic for reproduction (category 1A, 1B or 2).

For diethyl carbonate there is no evidence of chronic toxicity, as identified by the substance meeting the criteria for classification: STOT RE 1, or STOT RE 2 according to the CLP Regulation.

Taken as a whole, these data indicate that diethyl carbonate is not to be regarded as a substance exhibiting PBT or vPvB properties according to the criteria of REACH Directive, Article 14.3 (d) and the Technical Guidance Document (TGD) R.11 of the European Chemicals Agency
