Regulation (EC) No 1907/2006 of the European parliament and of the council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), Annex XI, 1.1.1., p L 396/372, published 2006-12-30 in the Official Journal of the European Union, states: “Data shall be considered to be equivalent to data generated by the corresponding test methods referred to in Article 13(3) if the following conditions are met: 1) adequacy for the purpose of classification and labelling and/or risk assessment; 2) sufficient documentation is provided to assess the adequacy of the study; and 3) the data are valid for the endpoint being investigated and the study is performed using an acceptable level of quality assurance.” According to the ECHA (2008, Guidance on information requirements and chemical safety assessment. Chapter R.7a: Endpoint specific guidance. Guidance for the implementation of REACH, section R.7.1.10 Flammability) the flammability does not have to be tested for liquids as the flash point is the primary indicator for ease of ignition of liquids. The Flash point of the submission item was determined to be 214 °C and is adequate for classification labelling and assessment (non-flammable). In addition, the test item does not ignite in contact with air or water.Thus no further study for flammability is required and the hazard assessment for ignition is based on the flash point of the submission item.
