A BASF study (189.0611.1) and the GESTIS - Substance database reported the pure substance to be a liquid at 20 °C and 1013.25 hPA.

A GLP study (ICI RD 10635 C) reported the solution to be a clear colourless liquid at 20 °C and 1013.25 hPa.

Therefore it can be assumed that O-ethylhydroxylamine is a liquid at 20 °C and 1013.25 hPa.
