Executive summary:

Water solubility of 3-chloro-p-toluidine was determined to be 2650 mg/L at 20 °C, pH was not given in this assessment. Since dissociated substance usually shows a (slightly) increased water solubility, causing an elevated exposure to aquatic organisms, water solubility should be determined with temperature and pH. However, derived from a pKa value of 3.9 it may be assumed that most of the compound will not be dissociated at pH ranges in the environment. Thus, water solubility of the compund is not significantly underestimated.
