Applicant's summary and conclusion

Conclusions:
According to criteria stated in EC Method A.5, substances showing a surface tension lower than 60 mN/m under the conditions of this method should be regarded as being surface- active. This substance does not meet this criteria so it can be considered not surface active.
Executive summary:

A guideline and GLP study determined that the surface tension of a 90% saturated solution in water of the UVCB substance THI-RF60 is 64.3 mN/m at 20.0 ± 0.5 °C. The test item can be considered not to be surface-active.
