JUSTIFICATION FOR DATA WAIVING
According to section 2.9.1 of Annex I to CLP Regulation ‘‘Substances or mixtures which, in contact with water, emit flammable gases means solid or liquid substances or mixtures which, by interaction with water, are liable to become spontaneously flammable or to give off flammable gases in dangerous quantities.’’
According to the additional classification considerations in CLP Annex I, 2.12.4.1, the classification procedure for this class need not be applied if experience in handling and use shows that the substance
or mixture does not react with water.
Pratical experience in handling the substance both at the manufacturing site and at the testing facilities in the context of physico-chemistry, toxicological and ecotoxicological GLP determinations confirms the lack of reactivity in contact with water. As a consequence, the classification procedure does need to be applied and testing is not necessary.

JUSTIFICATION FOR DATA WAIVING
According to section 2.9.1 of Annex I to CLP Regulation ‘Pyrophoric liquid means a liquid substance or mixture which, even in small quantities, is liable to ignite within five minutes after coming into contact with air.’
According to the additional classification considerations in CLP Annex I, 2.9.4, the classification procedure for pyrophoric liquids need not be applied when experience in manufacture or handling shows that the liquid does not ignite spontaneously on coming into contact with air at normal temperatures.
The molecular structure of the substance does not contain groups that indicate pyrophoric properties and practical experience in handling the substance both at the manufacturing site and at the testing facilities in the context of physico-chemistry, toxicological and ecotoxicological GLP determinations confirms the lack of pyrophoricity. As a consequence, the classification procedure for pyrophoric liquids does not need to be applied and testing is not necessary.

At concentrations higher than >15 Vol% an unexpected behaviour was observed, hypothesize to be related to the decomposition of the test item.

At concentrations higher than 15 Vol% decomposition seemed to occur when the ignition source was activated. It was observed that the first ignition attempt did not lead to ignition. The following ignition trial with the same mixture showed a slight ignition, a further ignition trial of the same mixture showed a stronger ignition/pressure development. This behaviour is not typical for a solvent vapour explosion. For this reason no upper explosion limit can be given.

The investigation described here, shows that the explosion range is at least between 7.1 and 16.7 Vol%.

Interpretation of results:
other: PFSVE vapours can form a potentially explosive atmosphere with air.
Conclusions:
The investigation showed that the LFL is 7.1 Vol% while the UFL is >= 16.7 Vol%. At concentrations higher than 15 Vol% decomposition seems to occurrs, the upper explosion limit could therefore not be determined.
Executive summary:

The determination of the explosion limits of the vapour of the test item in air was conducted according to the test method DIN EN 1839:2017. The work was accredited under ISO 17025.

The test was conducted in a 5 L sphere at the temperature of approx. 65°C. The tests were carried out

in air. A permanent spark with an ignition energy of approx. 10 Joule was used as ignition source.

 

The investigation showed that the explosion range is at least between 7.1 and 16.7 Vol%. The upper explosion limit could not be univocally determined due to an unexpected behaviour observed at concentration higher than 15% Vol. At such concentrations decomposition seems to occur when the ignition source is activated. It was observed that the first ignition attempt did not lead to ignition. The following ignition trial with the same mixture showed a slight ignition, a further ignition trial of the same mixture showed a stronger ignition/pressure development. This behaviour is not typical for a solvent vapour explosion. For this reason the test was terminated at 16.7% Vol and no upper explosion limit can be given.

Description of key information

The substance in its physical form of liquid is not flammable. Moreover it is not pyrophoric and it does not emit flammable gases in contact with water.

The mixture of its vapors and air may form a potentially flammable/explosive atmosphere.

Justification for classification or non-classification

The flammability of liquids is determined on basis of the flashpoint (in combination with the boiling point), the ability to emit flammable gases upon contact with water and the pyrophoricity.

Based on the flash point value > 60°C the substance is not classified as flammable liquid in EU regulation.

Moreover the molecular structure of the test substance does not contain groups that indicate potential reactivity with water or pyrophoric properties and practical experience in handling the substance confirms the lack of pyrophoricity and flammability properties in contact with water. Based on this the substance has not to be classified either as "substances or mixtures which in contact with water emit flammable gases" or as "pyrophoric substance".

 

According to the Guidance on the Application of the CLP Criteria Version 5.0 – July 2017, for halogenated compounds which do not have flash point up to 60 °C the explosion limits of vapours in air need to be determined in order to decide whether labelling with EUH018, EUH209 or EUH209A need to be applied. The experimental determination on SULFONYL VINYL ETHER PERFLUORURATE vapours showed that  at the temperature of 65°C the substance has a flammable range in air of at least 7.1 - 16.7 Vol% and therefore it needs to be considered able to form a potentially explosive atmosphere in air. EUH018 applies.
