Justification:

The substance is not considered to meet the criteria as a PBT or vPvB substance.

The substance is considered to be readily biodegradable and thus is unlikely to persist in the environment. The substance tall oil, compounds with monoethanolamine is not expected to be bioaccumulative or very bioaccumulative. A structural analogue, fatty acids, tall-oil, compounds with ethanolamine (CAS 68132-47-8), has been assessed by Environment Canada to be non-P and non-B. As it is a multi-constituent UVCB substance, the major constituents have also been identified and assessed for their bioaccumulative properties. The substance is not classified as a CMR substance, nor does it exhibit signs of chronic toxicity that warrant classification. Furthermore the limited data on the substance's long term toxicity to the aquatic environment suggest that the substance's NOELR is sufficiently high as to not satisfy the criterion for "T" in that regard.
