Additional information
In a primary dermal irritation study, the skin irritation/corrosion potential of 4-chlorophenol was tested in a non-guideline but well conducted study (Flucke and Thyssen, 1981) were basic data were given. The ear of two rabbits was exposed to 0.5 g of unchanged test material for respectively 1 and 8 hours under semiocclusive conditions. The rabbits were observed for 7 days. The 1 and 8 hour exposure period caused very strong erythema with partial skin corrosion. After removal of the bandage the two treated animals (1 and 8 h exposed rabbits respectively) showed a very strong erythema with partial skin corrosion during the entire follow-up. Up to two days after treatment, the skin was also slightly swollen.
An acute eye irritation study was performed in a non-guideline but well conducted study (Flucke and Thyssen, 1981) where basic data were given. 50 mg of the undiluted test substance was instilled into the conjunctival sac of one eye of 2 rabbits. The animals were observed for 7 days. The daily eye examination yielded the following results: The conjunctivae were up to 6 days after treatment severe and thereafter moderately reddened and swollen. The cornea was completely burned.

Justification for classification or non-classification
The available data on skin irritation of the test substance meet the criteria for classification as Skin Corr.1B, H314 according to Regulation (EC) 1272/2008 and C, R34 according to Directive 67/548/EEC. According to the CLP and DSD regulation if a substance or mixture is classified as Skin corrosive Category 1 or as C, 34 then serious damage to eyes is implicit and there is no need to proceed with classification for eye effects.
