The main components of the substance “Reaction product of soluble nickel salt, cobalt salt, manganese salt with alkalines”are nickel dihydroxide and cobalt dihydroxide. These substances are assigned enrivonmentally hazardous (CLP reg.). The substance is a reaction product of nickel-cobalt-manganese salts with alkalines, resulting in a mixture of different grades and types of nickel, cobalt, manganese hydroxides and oxides.
Toxicity evaluation of the target substance is based on the assumption that adverse effects to the aquatic organisms are a consequence of exposure to the bioavailable Ni- or Co-ions. According to the water solubility results (see section 4) these constituents are insoluble/slightly soluble from this intermediate. Therefore, available data from soluble Ni and Co compounds were used for read-across as test data was not available for the target substance itself.
For aquatic invertebrates, 48 acute toxicity data points were considered for read-across purposes. Data was available for cobalt dichloride (38 studies), nickel sulphate/nickel sulphate hexahydrate (6 studies), and nickel chloride/nickel chloride hexahydrate (4 studies). The following lowest acute toxicity values (EC50/LC50) were reported:
- Cobalt dichloride: 0.605 mg/L (C. dubia,pH 7.9-8.1, hardness 72 mg/L)
- Nickel sulphate/nickel sulphate hexahydrate: 0.19 mg/L (A. imbecilis,pH -, hardness -)
- Nickel chloride/nickel chloride hexahydrate: 0.028 mg/L (C. dubia,pH 6.3-8.9, hardness 98-110 mg/L)
For aquatic algae, 15 acute toxicity data points were considered for read-across purposes. Data was available for cobalt dichloride (4 studies), nickel sulphate/nickel sulphate hexahydrate (7 studies), and nickel chloride/nickel chloride hexahydrate (4 studies). The following lowest acute toxicity values (EC10/EC50/IC50) were reported:
- Cobalt dichloride: EC10 0.001 mg/L (C. parvula,pH 8.48, hardness -)
- Nickel sulphate/nickel sulphate hexahydrate: IC50 0.1 mg/L (N.muscorum,pH -, hardness -)
- Nickel chloride/nickel chloride hexahydrate: EC50 > 0.082 mg/L (P. subcapitata,pH 6-0-7.9, hardness -)
Use of the substance will be as an intermediate under strictly controlled conditions. Therefore, further evaluation of ecotoxicological information has not been conducted at this stage.
Conclusion on classification
Self-classification of this intermediate was determined based on the CLP rules for mixtures. Classification was done taking into account the composition and C&L entries of the classified constituents of this intermediate (see remarks in section 2.2). Two major constituents of this intermediate are assigned environmentally hazardous as follows:

According to the mixture rules this intermediate is classified as Aquatic Acute 1 and Aquatic Chronic 1. However, this intermediate is fine powder which is not soluble in water. These major constituents (Ni, Co) of this intermediate are also insoluble to water (see section 4). Because of low water solubility of Ni and Co from this intermediate, the proposed classification for this substance is
