Executive summary:

The mean burning times of the test item-to-Kieselguhr ratio 4:1 (57s) and 1:1 (94 s) are lower than the mean burning times of a 4:1 and 1:1 mixture of test item-to-Cellulose (73 s and 156 s, respectively). This shows that the test results with Cellulose are false positive, as the pure test item itself is flammable in mixtures with Kieselguhr. Due to this the test item does not have to be classified as oxidizing solid.
