According to the ECHA Guidance Chapter 7a Endpoint specific guidance, "The flash point is the lowest temperature of the liquid (as measured in a prescribed manner) at a pressure corrected to 101.325 kPa, at which application of an ignition source causes the vapour of the liquid to ignite momentarily and the flame to propagate across the surface of the liquid under the specified conditions of test."

At 101.325 kPa, the test substance is a powder.
